Bhopal, The Cabinet meeting was held in the Mantralaya on Thursday under the chairmanship of Chief Minister Dr. Mohan Yadav. The Cabinet has approved the implementation of Madhya Pradesh Birth and Death Registration Rules, 2024. Madhya Pradesh Birth and Death Registration Rules, 2024 have been prepared in accordance with the draft rules received from the Registrar General Office, Government of India. Under this, various sections of Madhya Pradesh Birth and Death Registration Rules, 1999 have been amended.
The main points of Madhya Pradesh Birth and Death Registration Rules, 2024 include provision of digital registration and electronic delivery of birth and death certificates, creation of national and state level database of registered births and deaths, facilitating the registration process of adopted, orphaned, abandoned, surrogate children and children from single parents or unmarried mothers, etc.
A birth certificate is useful to certify the date and place of birth of a person born on or after the date of commencement of the Birth and Death Registration (Amendment) Act, 2023. Provision has been made for the appointment of a special “sub-registrar” for quick registration of death and issuance of certificates in a disaster or epidemic. In case of delayed information after 30 days but within one year of a birth or death, a sub-clause has been made to submit a self-attested document in place of an affidavit before a notary or any other officer authorized by the State Government. In case of delayed information to the Registrar after one year of a birth or death, the authority to pass the order has been made District Magistrate or Sub-Divisional Magistrate or Executive Magistrate authorised by District Magistrate instead of First Class Magistrate. There is a provision for appeal in case of aggrieved by the action taken by Registrar/District Registrar for public grievance redressal in public interest and the penalties provided have been increased.
Approval to Solar Energizationo 11 KV feeders installed in the state with solar energy
The Cabinet approved the energization of 11 KV feeders installed in the state with solar energy to meet the energy needs of the farmers of the state. With its implementation, farmers will get electricity during the day for irrigation, which will help in making their lifestyle organised. The problem of overloading and consequently low voltage and power cuts on power transformers installed at 33/11 kilowatt electricity distribution sub-centres from the solar plant will be reduced. Also, the financial burden on upgradation of power sub-centres can be saved.
It is noteworthy that the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) scheme has been implemented by the Union Ministry of New and Renewable Energy (MNRE) to fulfill the irrigation needs of farmers, to produce solar energy and to provide income opportunities near them. Under the scheme, central assistance of Rs 1.05 crore per megawatt is provided for setting up solar plants. Under Kusum-C in the state, solarization will be done to supply electricity to agricultural pumps installed on separate agricultural feeders.
The Cabinet granted administrative approval of Rs 778 crore 91 lakh for the construction of ghats of 29.215 km length from Shani Mandir to Nagda bypass on the banks of Kshipra river for the convenience of devotees in the upcoming Simhastha.
Under the revised Parvati-Kalisindh-Chambal river link project by the Cabinet, administrative approval was given for the project group cost of Rs 28,798 crore 02 lakh and catchment area of 4 lakh 72 thousand 970 hectares. The approved projects will provide a total of 4.73 lakh hectares of new irrigated area in 10 districts of Malwa and Chambal region of Madhya Pradesh, namely Guna, Shivpuri, Morena, Ujjain, Sehore, Indore, Dewas, Agar-Malwa, Shajapur and Rajgarh, and the modernization of the right main canal system of Chambal will provide irrigation facility in 3.62 lakh hectares of area in 1205 villages of Bhind, Morena and Sheopur.
In-principle approval to start Dharti Aaba-Janjatiya Gram Utkarsh Abhiyan in tribal areas
The Cabinet has given in-principle approval to start a new scheme Dharti Aaba-Janjatiya Gram Utkarsh Abhiyan (DAJGUA) for cent percent saturation under the identified schemes of Panchayat and Rural Development, Public Health Engineering, Energy, New and Renewable Energy, Public Health and Medical Education, Food Civil Supply and Consumer Protection, Women and Child Development, School Education, AYUSH, Science and Technology, Technical Education, Skill Development and Employment, Farmer Welfare and Agricultural Development, Fishermen Welfare and Fisheries Development, Animal Husbandry and Dairy, Tourism and Tribal Affairs Departments in the tribal areas of the state.
Other decisions
The Cabinet has given its in-principle approval to link the increase in the consolidated salary of resident doctors and internships of graduate trainees and postgraduate fellows in 9 government and autonomous Ayurveda/Unani/Homeopathy colleges run under the AYUSH department to the consumer price index.
