Govt servants remain absent from service for over 5 yrs

  • Administrative dept will resolve the cases of such absent employees
  • Finance dept has written to all the depts to clarify the situation

Generally, whenever a government servant goes on leave, he gives written notice of it and then goes on leave after getting permission, but in the government system, there are some government servants who disappear from service without informing, that too not for 8-15 days or a month or two but for 5 years or even more, then they suddenly appear and try to remain present in work by pleading that they are government servants. In such cases, the departments prepare proposals for what to do and send them to the Finance Department, but the Finance Department has now clarified that in such cases where government servants remain absent from service without informing, such a period is considered as dead days, which is also called Dice Non. The administrative department will have the right to resolve such cases, for this there will be no need to seek advice from the Finance Department. The Finance Department has clarified the situation by sending a formal letter to all the departments in this regard.

Finance Dept sends proposals

In fact, to resolve the period of dead days i.e. Dice Non, the Finance Department had issued an order on 20 December 1994, almost three decades ago. In this order, the department had not mentioned the maximum limit period. In such a situation, the departments were not able to understand what they should do, so they used to send the matter to the Finance Department on the basis of another order issued earlier regarding long leave, but that order had nothing to do with such cases.

Proposals were sent on the basis of this rule

The Finance Department has written a letter to all the departments, in which it has been mentioned that in the Basic Rule 18, there is a provision regarding continuous absence from duty of the employees of the State Government that unless the Governor, keeping in view the special circumstances of the case, decides otherwise, no Government servant will be granted any kind of leave for a continuous period of more than 5 years.

The Finance Department has said that in relation to disposing of the absence period of the employee, which is not covered by the leave approval, as dead days i.e. dies non, powers have been delegated to the administrative departments by the Finance Department’s circular number FG, 3, 3, 94 C four dated 20 December 1994. Despite these rules, the departments were in a dilemma till now, which has now been cleared.
