Elections in Kashmir


After the break-up of PDP-BJP coalition in Kashmir and fall of Mufti Government the State is placed under the Governor’s Rule but the State Vidhan Sabha still not dissolved and in under animated suspension. The Governor of the State is also changed. In place of Mr.NN Vohra now Mr.Satpal Malik is Governor there. He in his State Administrative Council decided that on August 30 to hold elections to urban Municipal bodies and rural panchayats in the first week of October. The election will be conducted peacefully in 2 out of 3 regions the Ladakh and Jammu. The trouble is only anticipated in terror-torn region of Valley. But the Government appears to be firm to hold the elections. Two State political parties and its two ex-Chief Ministers Mr.Omar Abdullah of National Conference and Mehbooba Mufti of PDP have declared to boycott the elections. Mr.Abdullah who welcomed the polls earlier changing his stand has stated that the Central Government should declare its stand on Articles 35A and 370 of the Constitution. In the last local elections terrorists killed few candidates to frustrate the elections but had not succeeded. This time the Government appears to have decided to take all necessary measures to conduct the polls. In the ongoing “Operation all out” against terrorists one thing has come in the knowledge of entire nation. That in State Police, the Army and Para Military Police there are many Kashmiri Muslims who are in active forces to eliminate the terrorists. Now the terrorists are hitting at them when they go on leave to their homes for Id or Marriages. The Government has also taken steps to protect such persons when they are on leave. The terrorists are handful of persons and most of the people of Valley are peaceful citizens but living under the threats of terrorists. After the completion of operation “All Out” the situation in Valley will change drastically. The Director General of CRPF Mr.Rajiv Rai Bhatnagar has said that the last two years more than 360 terrorists have been killed. But he expressed serious concern over the youths joining terrorists ranks but also confident that they were too young in age would come back soon. It is expected that after the local bodies elections the State Vidhan Sabha may be dissolved and fresh election of the Vidhan Sabha will be held. It is likely that in next election BJP will emerge victorious and will form the Government on its own strength.
