LS passes Consumer Protection Bill amid ruckus

New Delhi, The Bill that enforces consumer rights, and provides a mechanism for redressal of complaints regarding defect in goods and deficiency in services was passed in the Lok Sabha on Thursday amid ruckus. Moving the Consumer Protection Bill, 2018 for consideration and passing after the discussion on the Bill, Union Consumer Affairs Minister Ram Vilas Paswan said, this Bill has been brought after 32 years. Amid sloganeering by the Congress members who were in the Well demanding for a JPC on Rafale row, Mr Paswan assured that the Bill will not take away the powers of the State governments. ' We don't want that the State governments rights are taken way,' Mr Paswan said. During Mr Paswan's reply, TDP members were also in the Well and demanded Special Category status for Andhra Pradesh. The Bill, as amended was passed with voice vote amid ruckus. The Bill sets up a Central Consumer Protection Authority to promote, protect and enforce consumer rights as a class. It can issue safety notices for goods and services, order refunds, recall goods and rule against misleading advertisements. If a consumer suffers an injury from a defect in a good or a deficiency in service, he may file a claim of product liability against the manufacturer, the seller, or the service provider. The Bill sets up a Central Consumer Protection Authority to promote, protect and enforce consumer rights as a class.It can issue safety notices for goods and services, order refunds, recall goods and rule against misleading advertisements. The Bill defines contracts as ‘unfair’ if they significantly affect the rights of consumers. It also defines unfair and restrictive trade practices.The Bill establishes Consumer Protection Councils at the district, state and national levels to render advise on consumer protection.The Bill was moved by Mr Paswan in Lok Sabha on Wednesday but it could not be discussed due to ruckus in the House.
