The monsoon session of the Parliament has begun today (July 18) and perhaps it may be its last session. In early 2019 the General Election to the Lok Sabha will be held.
There are indications that the Prime Minister Mr.Narendra Modi may seek dissolution of the Lok Sabha few months earlier so that the elections of the Lok Sabha may be held along with general elections to the Vidhan Sahbas of Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram that are to be held this year in November. It will be a test to hold the election to Lok Sabha and Vidhan Sabhas at a time.
There are apprehension that this session may also end in bedlam. When the Bhartiya Janata Party was in opposition during the Congress led UPA Government it started a new practice of stalling the session in uproar.
At that time a monsoon session had gone total waste without transactions any parliamentary business. In the current Parliament the BJP is facing same magic that it started earlier of blocking the functioning of the Parliament.
In the last session the Congress tried to introduce and debate a motion of no confidence in the Modi ministry but it could not be taken up in the entire session due to uproar by two regional parties of Andhra Pradesh and Tamil Nadu. The Congress took it as managed by the Modi Government to block the motion of no confidence.
In this session there are important legislative business. One is the Muslim Women Triple Talaq Prevention Bill and Bill to provide hard punishment to rapists and constitutional status to Backward Classes Commission. Mr.Narendra Modi in a tactical politics accusing the Congress President Mr.Rahul Gandhi of joining hand with such political parties which are opposed to Bill to Prevent Triple Talaq. He charged Mr.Gandhi that he was opposing bill on divorce..
His idea is that in counter it Mr.Rahul Gandhi will support Bill on Triple Talaq and Parliament will function properly. But Mr.Gandhi has retorted it also a tactical move and asked Mr.Modi to introduce and get passed the Women Reservation Bill and Congress would offer full support to it.
It is difficult position to Mr.Modi as many as his side are opposed to this Bill on Women Reservation. This tie up situation may lead to such a situation that in the monsoon session both the Bills on Talaq and Reservation will get passed and become law. If this happens then the Monsoon Session will be milestone in the Women Empowerment.
