Saral Bijli Bill and CM’s Power Bill Surcharge Waiver Scheme approved
One crore 65 lakh beneficiaries to be benefittedChronicle Reporter, Bhopal,The Cabinet meeting held under the chairmanship of Chief Minister Shivraj Singh Chouhan today approved the Saral Bijli Bill Scheme and Chief Minister’s Bill Surcharge Waiver Scheme for the registered labourers of Mukhya Mantri Jan-Kalyan (Sambal) Scheme-2018.
Registered labourers will be eligible under the Mukhya Mantri Jan Kalyan (Sambal) Yojana-2018 in the Saral Bijli Bill Scheme. Eligible families will get the facility of free connection (free of charge) for connectionless charges. Monthly bills will be payable by the eligible consumer will be of Rs. 200 per month.
Consumers will have to pay actual dues if the bill is of less than Rs 200. If the actual bill is more than Rs 200, the amount of difference will be given by the government in the form of subsidy. The estimated subsidy amount supplied by the government will be Rs 1000.
This will benefit 88 lakh beneficiaries. This scheme will be applicable from July 1, 2018. Under this scheme, facility of using bulb, fan and T.V in houses in rural and urban areas will be provided.
Electricity Surcharge Bill of Rs 5179 crore of poor persons and labourers registered under Mukhya Mantri Jan Kalyan (Sambal) Yojana 2018 by the Madhya Pradesh government in Chief Minister’s Bill Surcharge Waiver Scheme 2018 will be waived.
Registered labourers and BPL consumers will be eligible in the Mukhya Mantri Jan-Kalyan (Sambal) Scheme- 2018. In this scheme, in the case of June 30, 2018, there will be total remission of the original outstanding and surcharge amount.
50 percent of the total amount of surcharge and the original arrears will be borne by the distribution companies. The remaining 50 percent of the original arrears will be given in subsidy form by the state government to the distribution companies.
This scheme will be applicable from July 1, 2018 (Bill August 2018). The estimated subsidy in this scheme is Rs 1806 crore and 77 lakh beneficiaries will be benefitted from it. Camps will be organized from July 2018 for registration of beneficiaries and provision of benefits.
Apart from this, the work of meterization / meter replacements and pre-paid meters will be completed by March 2020. The Department of Energy will be authorized to make partial amendments as required in both schemes.
Gratuity payment to subscribers of National Pension Scheme
The Cabinet decided to make payment of gratuity as per the provisions of the Payment of Gratuity Act, 1972 in the case of subscribers of the retired / late National Pension Scheme subscribers before January 16, 2018.
The order related to the entitlement of death-cum-retirement from service to the subscribers of the National Pension Scheme issued on January 16, 2018 is effective from the same date.
Modernization of Govt Printing and Writing Materials Office
The Cabinet approved the creation of a post of Additional Commissioner (Revenue) in the office of Commissioner Rewa Division, Rewa in the pay scale of Rs 1,23,100-2,15,900 (Level -13).
According to the modernization plan of the Government Printing and Writing Materials Office, the Cabinet has given the approval in principle of continuous planning of procurement of machines and equipment for establishing a new system of modern machines and equipment according to the present time. An expense of Rs 19 crore 55 lakh 38 thousand is proposed in the fiscal year 2018-19 and 2019-20 under the scheme.
Ratification of total credit limit of Rs 2688 crores under Price Support Scheme
The Cabinet has decided to give ratification of total credit limit of Rs 2688 crores which includes an additional Rs 1344 crores besides government guarantee amount of Rs.1344 crores for purchase of gram, lentil and mustard in Rabi year 2017-18 on support price under Price Support Scheme.
The Cabinet decided to give approval for the continuous operation of the scheme from year 2017-18 to year 2019-20 under the state-supported ‘Soil Survey and Testing Laboratory’ and fiscal size of total state’s share amount of Rs 33 crores.
The Cabinet decided to keep the total state’s share amount of Rs. 47 crores fixed for the financial year 2017-18 to 2019-20 under the state-assisted ‘Agricultural Extension and Land Conservation Training Laboratory’ scheme.
The Cabinet approved the implementation of the scheme in the financial shape of Rs. 40 crore for the continuous operation of the scheme from 2017-18 to 2019-20, under the ‘Mukhya Mantri Khet Teerth Yojana’ in the state. The Cabinet gave approval for the continuous operation of the scheme and financial assistance of Rs.11 crore in the financial year from 2017-18 to 2019-20 under Information Broadcasting, Exhibition and Promotions Scheme related to Agricultural Production Programme.
Special rehabilitation package for farmers of additional submergence area
The Cabinet has decided to provide a special rehabilitation package to the farmers of the submergence area in addition to the estimated expense as per the project report for the rehabilitation and land procurement for Dindori Medium Irrigation Project of Dindori district. There is provision of Rs 130 crore 38 lakh for the rehabilitation work and land procurement in the administrative approval of the project.
An amount of Rs. 133 crores 71 lakhs will be spent on income and rehabilitation on rehabilitation and land procurement under the condition of granting a lump sum amount of minimum Rs 10 lakh per hectare under special rehabilitation package to such farmers of the submergence area whose compensation amount is less than Rs 10 lakh per hectare, including Solatium under the Land Acquisition Act 2013.
The Cabinet has given administrative sanction of Rs 518 crore 9 lakh for the total irrigated area of 16200 hectare of ??Sita Nagar project of Damoh district.
Amendment in discrepancy in grade-pay of 3 posts in Ambedkar University, Mhow
The Cabinet has approved the amendment in the discrepancy in the grade-pay of 3 posts out of total 202 posts approved by the government for Dr. Bhimrao Ambedkar Social Science University, Mhow. In this approval was given to the amendment in approved grade-pay of Medical Officer and Assistant Registrar.
The Cabinet decided to give revised approval of Rs 116 crore 90 lakh financial size for the continuation of the Dr Bhimrao Ambedkar Social Science University, Mhow establishment scheme run by the Scheduled Castes Welfare Department from year 2017-18 to 2019-20.
Decision to hike Annual Income Limit from Rs 75 thousand to Rs 3 lakh
The Cabinet decided to increase the annual income limit of parents/guardians of students belonging to the Backward Class under Backward Class Post-Metric Scholarship Scheme from Rs 75 thousand to Rs 3 lakh.
In addition the Maintenance Allowance being paid at present to the students of the Backward Class has been doubled. The Council of Ministers approved the reimbursement of compulsory fees (excluding refundable amount), including full tuition fee, to the students of the Backward Classes studying in the self-finance courses run in government institutions in the state.
The Cabinet has approved to pay the full tuition fee of Backward Class students studying in vocational courses being run in accredited private institutes, whose merit rank is up to 1 lakh 50 thousand in the National Eligibility and Entrance Test (NEET) conducted for admission to MBBS course and J.E.E. Mains examination conducted for admission in BE course.
Approval to 10 new pre-metric hostels
The Cabinet has sanctioned the opening of 10 new pre-metric hostels for boys/girls of Denotified Nomadic and Semi-nomadic tribes.
Tribal Affairs: The Cabinet has granted approval to Third Kramonnati Payscale to Assistant Teachers and Teachers of the Department of Tribal Affairs at par with Assistant teachers and Teachers of the School Education Department from July 1, 2014.
Science and Technology: The Cabinet has decided to merge the Madhya Pradesh Bio Technology Council team along with its movable and immovable properties with the Madhya Pradesh Council of Science and Technology.
Industry Policy and Investment Promotion: The Cabinet has granted approval to the revised proposal to provide special financial and other facilities to the logistics and ware housing hubs / parks in the sequence of Madhya Pradesh Industrial Promotion Policy 2014 (as amended 2017).
Decision has been taken to provide assistance like compensation of registration fee and stamp duty infrastructure development assistance, concession in power charges and investment assistance with the aim of attracting maximum investment and promoting logistics and warehousing hub/park in the state.
This includes land allotment, infrastructure development assistance and land related facilities in industrial area.
The Cabinet has also granted approval to the proposal to continue giving benefits of approved facilities under industry policy to the investment projects on implementation of G.S.T. system. The eligibility period and limit of eligibility for tax compensation system to each unit will be as fixed earlier.
