CM Dr. Mohan Yadav signs first file after assuming charge
Bhopal: Immediately after assuming the office today at Mantralaya, the Chief Minister Dr. Mohan Yadav today signed the first file regarding a decision to use the sound amplifiers (loud speakers/DJs) etc. only as per the prescribed norms at any type of religious place or other places. Flying squads will be set up in all districts to inquire into matters of illegal use of loudspeakers etc. to check sound pollution, according to the decision.
The State Government has taken this decision in accordance with the provisions of the Madhya Pradesh Noise Control Act, Noise Pollution (Regulation and Control) Rule 2000, at religious places and other places in Madhya Pradesh and the guidelines issued from time to time by the Supreme Court and the High Court. Under this, the use of loudspeakers and other sound amplifying devices in loud volumes without prior permission is completely prohibited.
Flying squads will hold surprise inspections
Flying squads will regularly hold surprise inspections at religious and public places in all the districts where loudspeakers are used. This will help check noise pollution and illegal use of loudspeakers etc. In case of violation of rules, investigation will be conducted within 3 days and the report will be submitted to the concerned authority.
The members of the flying squad will be officers nominated by the district administration, in-charge of the concerned police station and officers nominated by the Madhya Pradesh Pollution Control Board. The nodal officer of all the flying squads in district will be Additional District Magistrate level officer, who will be nominated by the District Collector.
Efforts will be made to remove loudspeakers after having dialogues with the religious leaders on the basis of co-ordination. Instructions have been given to make a list and review such religious places where these rules and instructions are not being followed weekly at the district level and provide the compliance report to the Home Department by 31st December.
Additional Director General of Police (Crime Investigation Department) has been appointed as the nodal officer at Police Headquarters for continuous monitoring of noise pollution cases. Nodal officers will regularly submit reports to the government regarding illegal use of loud- speakers, DJs etc. Detailed guidelines have been issued by the Home Department in this regard.
